Not being funny mate but reading between the lines you damaged this persons car and rode off without stopping or even offering an apology. I'd be pretty miffed myself and it wouldn't of taken much for the situation to escalate after you further failed to stop. The levels of violence and verbal abuse from the other side certainly cannot be excused, but if you reversed the roles and some bloke who just damaged your property, failed to stop, failed to apologise and tried evading you on several occassions then once you finally did stop them they laid hands on your upset other half, you might see the red mist too.
I wish you well with recovering from your injuries, rebuilding your bike and claiming from your insurance, but before making a claim against the tax payer i'd take a good look at ones own actions.
