Depending on what type of paint was used to touch-up, then surgical spirit/nail polish remover may do the job. I managed to remove similar bad touch-up attempts from my little Alpinestars with nail polish remover without damaging the original paint at all. Go easy though - don't want to damage that lovely paint job.
Oh and another vote for leaving the patina. I began restoring (in the loosest sense of the word) an old Schwinn Fastback last year which I reckon looked pretty good when polished with T cut after the rust had been sanded away.
