What are 'shot in' seat stays?

Shot-in stays are essentially the same as fast back but usually just below (and separate from) the seat clamp. The key thing is that they are fixed end-on to the seat-tube not side-on.

It is a bit weak for a brazed joint, therefore only for fancy road racing and TT bikes; but seems to be fine for welded frames of any type.

Any idea what the light blue frame in is? Very similar to a bike I’m restoring . Been looking down the Mercian, holdsworth and Henry Burton lines ....
