I’d put the straps under the cables if possible. Should be ok and then the cables won’t scratch the frame too.
 
Hi i use liner cable bit like the liner used for Klein Internal frame routing
for exposed cables on top tube .
And other areas try i to get Velcro straps under the cables..
Like ft mech cable routing on seat tube
 
Looks like a wing suit.

Fully enclosed cables are the way to go for lots of reasons including this. Easy to do with a few cable ties.

2mm id pfte tubing is what i'd use, run it as close as you can to the bosses (so only 3-5mm exposed at each end) should be crush resistant enough with the load distributed over that sort of length!

With individual straps i'd probably use something like a short section of outer under the strap.

I'll be doing a bit of offroad bivvying next year due to some pretty major lifestyle changes, so if theres nothing else on, i'll be off.

I tried frame bags (on my identical P7) and gave up due to them rubbing feet etc - but a pannier rack fits well, and I have also run a Carradice saddlebag.
