Because they're beyond "titchy tiny" and into the realms of not being there. They're diluting the stuff so much that it's the equivalent of one molecule of the chemical in a sphere of water 90 million miles across. And they're using a single drop of that.

It's just water. Unless it's a pill, in which case it's mostly just sugar ;-)
