Frame ID

Lugged construction, forged crown on the forks, and the Campagnolo horizontal dropouts, most went vertical dropouts in the late 80's.
I see. Don’t know if it matters but 126 rear spacing. Other have guessed 1981-1983. I think 1984 Mountaineers had serial numbers. I would think road frames would too.

It might be earlier I was not sure when Moots started producing so plumped for mid 80's to be safe🤦‍♂️
 
I'd agree with late 70's / early 80s from the style of braze-ons (over BB guides, diver's helmet stops). However Cinelli BB shell, Campag dropouts and 531 are the sort of things chosen by any classy builder of the time.
 
Leave the canti mounts. The mudguard eyes on the dropouts and the chainstay bridge means it's not a flat out race frame, more for audax or touring, both of which suit a canti setup.
