Definitely. I assume these frames were an offshoot of their road mega tube frames. Road bikes used 1" head tubes for a while longer than mountain bikes, by 1995 most mtb's were 1-1/8". Road bikes followed a bit later, essentially adopting the standard from mtb's. But I would assume they used 1" for these as that's what the road frames were using. For 96 Shimano launched their V brakes so I'm sure they build the later versions with a 1-1/8" head tube, & ditched the canti stud for the stock V brakes.
Both sensible changes.
