Thanks for all your help guys turns out the headset must have been lose since I got the bike six months ago as the spacer was to large, purchased 1" spacers and all sorted :D

Homework... Race is fine, Bearings are smooth and no uneven wear. Definately the headset that is moving and not the brakes. I have ordered some smaller spacers in the hope it will solve it failing that looks like a new Chris King. Appreciate all your help guys.
