ARGHHHHH F'kin headset....

yes spacers need to be right diameter . try to put the spacer on top of the stem , and see if it makes a difference .
 
assemble the headset parts together without the forks.

rest the top part of the headset on the top cup and make sure it spins freely

then make sure where the bearings sit on the forks is fitted correctly.

sometimes this can be the wrong type of bearing race or a badly fitting fork crown race

Very, very silly question, are you sure it's the headset rocking and not your front brakes?

Obviously if you're not rocking it against the brakes it wouldn't be, thought I'd ask the question though.
 
(oh and check your fork bushings)

My P7 never liked FSA headsets - I think theyre a bit small - I could push the cups in so easily... All remedied now (CK...)
 
Homework...

Race is fine, Bearings are smooth and no uneven wear. Definately the headset that is moving and not the brakes. I have ordered some smaller spacers in the hope it will solve it failing that looks like a new Chris King.

Thanks for all your help guys turns out the headset must have been lose since I got the bike six months ago as the spacer was to large, purchased 1" spacers and all sorted :D
