I dont think it was built as a cross frame, now 'relegated' to touring, as the seatstay bridge is made to accommodate a mudguard.
The cut out bit is part of a plug inserted and brazed into the seatstay and then brazed to the seat lug. If a builder was obsessed with weight saving, he wouldnt use a plug, he'd braze the stay directly to the seat lug and cap the open stay with a plate. The cut-out plugs used are solid metal and quite weighty
