who could of made this bike with cutout seatstay tops

I dont think it was built as a cross frame, now 'relegated' to touring, as the seatstay bridge is made to accommodate a mudguard.

The cut out bit is part of a plug inserted and brazed into the seatstay and then brazed to the seat lug. If a builder was obsessed with weight saving, he wouldnt use a plug, he'd braze the stay directly to the seat lug and cap the open stay with a plate. The cut-out plugs used are solid metal and quite weighty
 
It's an interesting frame, you say that there is nothing stamped on the bottom bracket but the dropout is marked, what does it read ?
