Zaskar or Pace RC200 or maybe umm I dunno I didn't get my first hardtail until about 2002 all my bikes were rigid until then.

I'd say best mid-90's would be a Zaskar but that's because I'm hugely biased; always suprises me how many ppl seem to dislike them though. Never quite worked out why.
 
I woulod have to vote based on what I thought was best in the mid nineties, not what time or modern fashion has swayed my current views towards. On that basis it would have to be a Zaskar (Pre 1996 and fat downtube though)

Great workhorse of a bike and nothing could beat the lively feeling as the back end skipped its was down the hills underneath you. Oh those were the days....
 
id take the zaskar over the pace , love them but the ride is a little er demanding

never had a bad zaskar tho
 
I think it would be fair to have categories based on materials. ALU/STEEL/TI/CARBON/OTHER

I wouldnt deal with the price..
Firstly the best how i understand it means the best ... so its the hi-end bikes by definition and frankly most bikes in lower price categories were all the same.. (and nobody cares anyway :D )

For me, mid nineties is 94-95-96..
