I'm guessing they got to the seat stays and thought "nah, any holes here will be structurally unsound so I'll leave them alone" Then added all that weight back on with dual octagonal inboard fake discs... However that would imply some level of engineering knowledge as they look home made, as do the multitude of dangerous looking holes everywhere else! The MTB equivalent of gouda.
