Why is there a dildo protruding from the bars

Front suspension would make it the little full suspension that could, which isn't the mantra I'm going for.

A flex stem is as far as I'm willing to go.

Going to take it out again later, weather permitting. It needs a new saddle, have a B17 laying about. I also need to find a bolt and nut to clamp that ******* seatpost down. But it is getting there, a few more tweaks and we're laughing
