I'd suggest a complete strip down, sand blasted & resprayed with the correct Decals & then rebuilt.
it looks like you will have all or most of the correct parts which can also be striped downed, cleaned & restored.
Will be all french threads, BB, headset & more than likely the rear hub/freewheel as well.
The headset could be either a Stronglight P3 or a P4 competition & hopefully it will have the Stronglight Competition BB axel & cups as well.
NB The Bottom Bracket shell should be painted the same colour as the frame, its only the head lugs the top caps of the seat stays that are a different colour.
Well done for finding it in the first place & good luck with the rebuild.
What I do with all my bikes that have to be resprayed is, I get them sand blasted (NOT Grit Blasted) locally & then get my local car body sprayer to spray them the correct colour (BASE-COAT) & then one very fine covering of lacquer. (NB this stops finger marks & dirt getting in the base cote) I then bring the frame & forks back home and very very lightly rub them down with nylon pad (picked up from the sprayer, a Sctoch pad I think its called) just to take the shine off the lacquer so the whole thing is like a dull matt finish. (this gives the Decals & the final lacquer something to grip on to). Then I wipe it down carefully with panel wipe & the fit the decals (float them on with water).. Once they have all dried out & there no air bubbles trapped etc I then return it to the sprayer for its final coat of lacquer. Much cheeper than sending the frame away for months on end PLUS you get to keep control of things as its all Local.
NB I don't lacquer over any chrome Just over the new paint & decals.
Here is how I do it
Sand blasting costs me £30 for Frame & forks (sometimes he does it while I wait, if not with in 2 days)
The Base coat is about £12 for 1/4 of a litre (thats enough for both the frame & forks) I get that locally from a car paint supplier.
Sprayer charges me £50 all in for his work & he supplies the 2 Pack lacquer.
So for less than £100 a complete respray Plus what ever the Decals cost.
All in this maybe takes 7-12 days to do the complete job from stat to finish. depending on now quick the sprayer is. (mine usually does the first base coat it within 3 days & the final lacquer with in 24 hours)
