Over-tightening, fitting of a under-sized pin and general hard life can result in a non circular seat tube, or a ding in it or corrosion, etc,etc. First off, clean, clean, clean. Oily rag and even a bit of fine wet and dry. Don't forget that all the grunge will end up in your bottom bracket, so take precautions. Next check for any visible damage to the inside of the tube. If the tube has been over-tightened, it can probably be gently prized apart with a large screwdriver/cold chisel/ whatever you have to hand that is a close fit with the slot.. Persistent corrosion really needs a reamer in the tube. Either mortgage your house and get the Campag professional kit or take it to a reputable frame builder. Similarly if there are any small dents in the tube.
If you now have a clean tube, but have no bore gauge to test its size, lube up your seat pin and try again.
