Pannier help

I have a double set of Oxford AquaV32 panniers but there is only one very simple fastener on each panier adjusted by a 3mm allen key, it slides to size but when the bolt is tightened up, it just doesn't hold the pannier in place and the slightest touch moves it and its flapping about, is there anything I can do or should I just buy some more that do actually fasten to the rack.

Can you give us a photo of the clip? The pannier works well with a rack with a parcel spring (friends used one a couple of weeks ago and it seemed fine, once I showed them how to thread it through the spring arm).

A hook and short bungee on the bottom, clipped to the rack usually works OK to stop flapping on my Karrimors.
