Even though pictures are not very generous, I reckon it is a 1998 Palisades Trail, from stickers, fork and cranks. 1998 Alivio cranks were already 4-arm.
These came in this polished look and a gloss red. The gloss red one was my first real MTB and I want one back at some point, but only in gloss red.
If I was you, I'd try to get some late 8-speed LX or XT parts. They are fairly cheap these days, pretty functional and durable. STX-RC is not too shabby either.
But first of all, take the bike apart, clean it, dismount the fork, clean it and grease it (it's a simple one), clean all the bits and then add the new ones. Or new old ones. Keep the front derailleur, as this is one of the more tricky things to find in the right size and the proper cable pull direction. 1998 Palisades Trails came with pretty cheap wheels with simple rims. You should also be able to find some nice wheels for a decent amount of money. Whatever parts you choose, add new cables and housing, as this makes a huge difference. Brake pads too. Those bikes had LX-copy brakes and they worked so and so. Other brakes would be a massive improvement.
