HI Andy,
I hear what you're saying about the size of the wheels, I'm assuming that this age of frame would have been built with 26" wheels in mind and the gap (looks quite generous) will be okay once mudguards have been fitted.
This frame would also have been intended for use with Resilion brakes (front fork is not drilled for a caliper) and these can be fitted on rear stays /forks to suit the wheels used.

Hi Dan - you're right of course. I'd not come across Resilion before. I haven't looked too closely even now. I guess they clamp to the forks and stays?

HI Andy, Yes very early Canti brakes. Please find a couple of pages from a 1933 catalogue which will illustrate how they are fitted. Pages courtesy of VCC library.

I've been trying to get to grips with purchasing brakes for this build.
Resilion catalogue pages which show the spare parts also show the amount of sizes the parts were made in -

I took a chance on some front brakes and of course I've found that they are too big for my forks -

Cleaned them up anyway (couple of days in evapo rust, Top tip from Big Block)

This brake is mish-mash of brake parts with different finishes as there is a black enamel part - quadrant and the clamp shield having either a nickel or chrome finish.
