OK, is that an aluminium Hope freehub body?

If so, you should really be using a cassette with an alloy carrier such as XT or XTR , sram and sunrace did offer 8spd but I haven't seen a live one in a while

Steel cassettes on alloy freehubs can 'spin' eating into the freehub splines, not nice

XT and XTR cassettes had an extra lip on the back acting where you have noticed the 'missing ' spacer

I also remember my Hope hubs having an aluminium spacer already fitted but that is some time ago
 
Looking more closely at this, the obstacle seems to be the 11t and 12t sprockets.
The 11t is ā€œblindā€ and does not pass far enough onto the freehub to clamp the rest of the cassette.
The 12t is ā€œopenā€ and will fit fully along the freehub to clamp the cassette.
the 8s cassette clamps up fine with the 12t, but itā€™s a different width so I assume the shifting will be iffy.

This is exactly the issue, you need to add a spacer behind the cassette if you are using the blind sprocket..
