Hey I have got one of those 
bought it cheaply last year from an add on marktplaats.
I was not sure what to expect when I went to pick it up as i am not an expert on Koga's (just went for the nice paintwork) but a short test ride learnt me this was a killer bike.
It is almost immaculate after 20 years like the bike in the OP, great workmanship indeed.

That was the look on my face when i rode it home Great ride.
There probably will be a point though i will switch the downtube levers to STI's because I like to ride the hoods a lot and these are a fraction more uncomfortable on the longer stretches
But is there a difference between the former teambikes and what you would be able to buy in the store ?

In 1991, if you wanted steel you could buy a FullPro and Pro in the Koga store.
Your ex-team FullPro frame has red spider paint and a Hardtlite steel fork, like the Pro, but it differs from the Pro in that it has chrome socks and there are more and larger decals.
