Not quite a kids bike, but my wife is shorter than my 13 year old and I built a few bikes for her.
1st was a retro orange clockwork. 26 inch wheels were possible as it was a very small frame (12 inch iirc). Shod with pace forks, full xt m737, purple bling, it was awesome but she didn't like it.
2nd attempt was a dmr rhythm iirc. 24 inch wheels, fox forks and SRAM x9. Again not to her liking.
3rd time lucky. A spesh rockhopper in 12 inch, 26 inch wheels, fox, slx and red hope bling (hubs, headset, qrs) and finally a bike she was happy with. At 5ft 3, it fits a treat.
All very spendy though.
