Actually, why are there rack mounts on the seat stays and no eyelets at the drop-outs,

If you look at the disc side seatstay it looks like there might be an eyelet on the inside of the stay where the bracing tube is.

Indeed you are right - jumped the gun a bit there. Interesting placement, and I guess if the drop-outs were replaced with a mech hanger they would still clear the cassette. It's getting better and better; I've it put back on the Xmas list for Santa

we had some similar flashlights here in my childhood, like the front one. but russian made. And much much poorer in details.
