Can any identify this frame and builder?

Bottom bracket number is 2000

Chromed stays and bottom bracket

Non original paint

Fillet brazed and well built thing

So far a Dave Hinde “dragon” has been mentioned but no photos to compare have been found (only the aluminium Version)

It's suggested that Rourke may have built some Hindes so maybe one of theirs?

Didn't get the serial off this one, sorry...

The blue one is 1244, on the bottom bracket
