Help figuring out Mystery Ritchey/Rocky/Fisher frame?

So I picked up this frame today and the seller listed it as a Rocky but that was based on what previous person told him. It had been rattle can painted and you can see original color on bottom of bike and the drivetrain chainstay under what used to be a frame protector. The dropouts have no make on them to help narrow it down.
It has 1” headtube and takes a 26.6 or 26.8 seatpost (a 26.6 literally falls in and 26.8 takes some work but there is build up inside).

I thought maybe a Ritchey/Rocky built by Toyo in the 80’s but after picking it up and doing more research I’m still stumped. I even thought maybe a Ritchey/Fisher? The frame pump on the seat tube is also throwing me off. Serial number #90C2902.

Its a 1990 or 1991 from that frame number. I initially thought Shogun Prairie Breaker but I can't find any with matching seat stays.
I have Scott, Specialized and Gary Fisher frames in my records with similar frame numbers.
