I recently had the pleasure of dealing with a new bike which had the wheels loose in the frame, but wheel bearings way too tight. PDI my arse.

No to defend a poor PDI, but the wheel bearings of a hub would not come under a typical PDI. Check everything fitted to the bike is tight/safe & check/adjust operation of gears & brakes. Going beyond this shouldn't be necessary & has an effect on the profit margin of a new bike.
Likewise in the motor industry, a car dealer cannot or would not begin stripping a new vehicle to intervene with any pre-maintenance or fault finding.
