I recently had the pleasure of dealing with a new bike which had the wheels loose in the frame, but wheel bearings way too tight. PDI my arse.
No to defend a poor PDI, but the wheel bearings of a hub would not come under a typical PDI. Check everything fitted to the bike is tight/safe & check/adjust operation of gears & brakes.
