I don't understand how it could be applicable within the EU? It's a method of paying duty at a known rate in advance and avoiding admin charges. No duty would be due within the EU :)

I know that, but if a UK user selects this method, the package still bounces by E-Bays forwarding warehouse, stays there enough time for them to slap a sticker on it, and muggins at the other end pays through the nose for the privelidge!

Cost me 12 quid a few months back!

How? The buyer can't instigate it. It has to be offered by the seller.

It's generally automatically on if the item is over a certain amount and the seller hasn't realised.
Also it's easier for the seller than to work out postage costs abroad etc.

Its a load of pish designed to net ebay even more profit and I've opted out of it as a seller and won't buy anything listed under it. The postage charges are increased over the actual cost and if you work out the taxes you should be paying you'll notice they are gouging that as well. I've also heard a few reports where somebody buys an item from the US for example and pays the taxes upfront to Pitney Bowes (the company who ebay use in the States to handle this), but when said item arrives in the UK you get a letter through the door from Royal Mail saying you have a package waiting with VAT and a handling charge to be paid. Guess how many f**ks RM or HMRC give when you tell them that you have already paid the tax to some company in America?
