Have spoken to the bikes previous owner, apparently the bike has been indoors on a turbo trainer for years and the rust was caused by sweat, hence the condition of the top and down tubes and around the bb area where the sweat ran down. The head tube is in good condition as well as the stays (apart from bb area).
