Tried putting grease in it and PTFE tape on the caps

It's a probability game but
sad to say it could easily be the left hand arm where the axle interface has stretched.

I'd advise against spending any money on this system.

We've put loads of these in the recycling - Replace with shimano is our method.
(Although if you buy a used shimano ht2 chainset check the condition of the splines carefully and torque the left arm up evenly. New ht2 bbs are cheap)

OK thanks, it's my brothers bike, cheers for the info, I'll tell him the bad news
 
It may not be bad news. Take the crank off and I select the splines and interface for wear. If they look fine, then it could be the pedals or the BB. With the crank off, check the feel of the BB bearings. If they are loose, dry or gritty, that could be the problem, as could the threads on the cups or BB shell. You'll need to take the BB off to find that out.
