Self-storage companies usually sell boxes in a variety of sizes.
I get 2x pieces of cheap 1/8" ply cut square, slightly bigger that the wheel diameter, 4x holes, sandwich wheels between.. zipties through holes, around the rims then just wrap them in thin cardboard and tape up.. hey presto! ..any impact hits the ply.

I had a Fender P Bass (1982 Japan) took a crack to the neck at the top thanks to a courier, broke my heartGet a cardboard guitar box from a guitar shop - offer them a few quid.
You could make one up from a larger box... like a bike box too, but experience tells me the purpose made item is way superior.

If I'm posting a piece of ply, I use 2x wheels slightly bigger than the ply, sandwiched either side, no axles, zip ties round the rims, wrap them in thin cardboard... any impact hits the wheels!
(I bought some ply recently, and also sold a few old wheels)
