I picked up a "BUFFO" frame today - trying to determine its age and origin.
The Internet thinks Buffo is a strong clown. So my thinking is that it's either a department store brand or a lower brand name by someone big.
It's also meant for a rider who is somewhat big - 24" c-c !

It has forged, short, horizontal dropouts with integral hanger. One has RALEIGH stamped in it - but I can't find any records of Raleigh making a brand called BUFFO?!
The canti bridge on the seat stays is nifty. The welding is nasty. It's all TIG welded, although the rear brake cable is routed through braze-ons, like a road bike.
If it's made by or for Raleigh, can this serial # be decoded?

Is there a sure-fire way to determine what kind of tubing it's made with, given the lack of sticker?
