M Mr-STP2 Retro Newbie Oct 16, 2008 #11 a bike has to be sold with 2 brakes frnt and rear (unless you can prove that it will be used FRO) to meet british standeds(sp) in the same way a bike needs to be sold with reflectors and a bell. But a bike doesent need 2 brakes to be road legle.
