I was in Amsterdam last year and there were so many bikes locked up with parts missing... some of them had been there a very long time too.yer, but that's a cultural thing so we can't really talk about it.
I have a friend from Amsterdam (now lives in Rotterdam). She used to routinely have bits from her bike stolen. The solution in Amsterdam was to steal those bits from the next bike along. She wasn't the only one who took this approach, by her account it was the norm rather than the exception.
