If you've got cash in your paypal account and your sending it too a friend as opposed to buying goods or services that transfer is free. The costs occur when its commercial traffic and the cash has to enter paypal from external funds like your bank account. PayPal is a business and making money is what its about. You just factor in costs from PayPal into your transactions. Little is free in the world !
