Next two numbers would be the month. And that's build date. So if mid year, it could quite easily be for the next model year, or if 11 then bring November it is already a 1992 model year.
Give it take Rocky's flexibility...

that's a 92. 91 had cable stops on the headtube. the factory branded stock tange struts also indicate 92. Blizz might be correct in that it might be a 20" given the head tube length.
