What exactly does "Built" mean ?? I think it means put together,,Not saying these Blizzards were not made in Canada,,but stickers can be a bit vague, ofter on purpose..like this sticker on a Hammer,NOT made in Canada.
Built means nothing but assembled. Only RMs with the "Hand-built by…" decals I would give any consideration of the frame having been welded in Canada.

Blizz and Shutter, can you confirm the serial number at the bottom of the BB shell as starting with what looks to be and "I" or "T". if it is, then the frame "should" be a Toyo made frame from Japan.

just saw Blizz post regarding serial number. given that prefix, i would be inclined to say it is a Canadian welded frame.

Re:

The serial would indicate a rocky constructed frame.
If they where farmed out to dekerf then I'm sure he would confirm that too. He did for the 1991 Altitude, the only one he did.

As for the stem, the original is a 1991 stem and they changed for the 1992 model to the newer style. There are also little differences from year to year after that, like width of bar clamp, shaping of bar clamp, the move to the aluminium quill bolt etc.

hmmm, i had secured a 94 Blizzard purchase a few years back, but ended up passing on it. in hindsight now, knowing it was Canadian welded frame, I should have stuck with it. but at the time, i really didn't need a third, fourth… or was it a fifth blizzard? :?

s'okay i guess, i've since moved the build theme i had invisioned for a white blizzard to a sovereign. ;)

anyway, back on track. any updates on the Cirrus??? :)

Just checked my 1994 blizzard serial number... it's "BL###...."

So? hows the Cirrus coming along??

I'm not sure if I understood that correctly, DeKerf welded the 91 Altitude in his shop?

I've been out of town for a week and haven't done much more. I did however find the mounting hardware and special posts for the Magura brakes and can continue on stoked about being able to use them. I also found an original bleeding/service kit from the early 90's and is pretty cool!

I don't know whether to go rapid fire or thumb shifter... I have rapid fire laying around and don't use/like but thumbies should go on...but do I mount my faves on a bike I won't use much? I also ordered a shim so I can use a Syncros 27.2 post in the 30.4 seat tube and waiting for it to arrive!

Our Canadian manufacturing laws allow us to deceive customers with "made in" and "built in" as long as a certain amount of time and cost went into manufacturing on Canadian soil. You can bring over a raw frame from China, do a bit of drilling or reaming, paint and decal it, and then sick a "built in Canada" decal on it. The way I understand it, this shifty practice never happened under Grayson at the original Richmond plant but became common when he sold and Rocky moved to Delta.

I believe DeKerf was still working at RM and welded the Altitude. Don't think he left and ventured out to form his own brand till about 93 or so, at that point RM contracted him to do some frames for them still.

I would advise against shimming up a seatpost on your Cirrus. It, plus similar Experience, Stratos and Nimbus have been known to crack at the seat clamp.

Dekerf (Chris) left Rocky in '89 and yes they contracted him to do them. 1991 being the only ones.
are you sure he left RM in 89? he is credited as a RM welder in both the 91 and 92 catalogues.
