OH........Other than having clear signs of being laced up and put under tension..... and the little matter of the used freehub..........

Those are preinstalled spoke marks, obviously

The marks on the free hub I found make it works. I thought initially “maybe he means brand new laced to a wheel that hasnt been riden on a new bike” but it’s blatantly been riden for a whole to make cassette marks like that.
