I think it would be fair to have categories based on materials. ALU/STEEL/TI/CARBON/OTHER

I wouldnt deal with the price..
Firstly the best how i understand it means the best ... so its the hi-end bikes by definition and frankly most bikes in lower price categories were all the same.. (and nobody cares anyway )

For steel can I put forward the DeKerf Team from '96 then? I sooooo wanted one
