This looks a lot like the clamp used to hold a coaster brake arm, such as a Shimano Nexus hub. They are sometimes different shapes, to account for chainstay shapes.Here it is
I thought it was a Sturmey part until I enlarged the photo and read Shimano. Did/do Shimano make hub gears?Looks like a copy of the Sturmey Archer cable guide clamp for 3 speed hubs, they had a steel top hat shaped that was drill along it's length and was flat also along it's length on one side to fit against the frame tube.
Either that or hub brake arm clamps.The parts high lighted in green look similar to rear mech hangers for either Cyclo or Simplex gears circa 1940's /50's .
