Whats this strange bicycle part

Might be wrong, but those in green remind me of clamps for old stems.

Here it is

This looks a lot like the clamp used to hold a coaster brake arm, such as a Shimano Nexus hub. They are sometimes different shapes, to account for chainstay shapes.

Looks like a copy of the Sturmey Archer cable guide clamp for 3 speed hubs, they had a steel top hat shaped that was drill along it's length and was flat also along it's length on one side to fit against the frame tube.

I thought it was a Sturmey part until I enlarged the photo and read Shimano. Did/do Shimano make hub gears?

The parts high lighted in green look similar to rear mech hangers for either Cyclo or Simplex gears circa 1940's /50's .
Failing that , parts for rod brakes?

Alfine 7/8 speed, Nexus 3/5/7 speed , they also made the 333 3 speed hub...

yes so did I but yes it does say Shimano, and yes they certainly made a 3 speed hub bitd, looked a bit similar to a SA SW 3speed.
