Now that's odd. Never seen that reinforcement on a MF before, and the roller mount below the chainstay also makes me scratch my head.
I see orange paint below that blue. Do you see any trace of decals? You could try carefully sanding/scratching away the blue in the hope that there are original decals underneath.
