What in the name of Italian fancy pants if going on here?

Does anybody know anything about this front derailleur fitting? I've never seen anything like it. From a Battaglin frame, early 80's I think but could be late 70s maybe. I do have a Simplex mech that came with it but have never seen another mech that would fit it, or even know what to search for. Any help gratefully received, thanks

I assume it could mount a cast clip to take a braze-on (instead of a proprietory derailleur).
It's probably in exactly the wrong place to now fit a clamp-on derailleur, and the missing piece, not needed for the simplex, is unobtainium.

I've modified a font mech band or 2 to sit over these bosses, so as to leave the frame unmolested

if you want to fit a modern mech and the boss is in the way, then some careful filing should help

One of these suntour cyclone mechs might fit. As it came with a band, there would be no adjustment with a fixed hole
