what bike is this??

I'm going with Halfords E-stay, I've seen some that look identical, they had several with their names on. I have one of the Saraen built ones, unfortunately this isn't one of them.
 
Ballistic forks were very budget items, If I recall correctly they were around the £100 mark at the time an RC35 would of set you back around £350.

It is a Halfords e-stay, much lower end than a Quattro. The saddle is the give away (where it's says Carrera).
