I love those mini racks. Not only do they make almost any bike with mudguards look better, they also offer decent practicality.

I have them on quite a few bikes and bought a couple of mini bags for them in France a couple of years ago. They slide over the rack's tombstone and attach at the bottom with a small fastener.
