Not in my experience. It is quite similar to a hood position.

Pretty sure that is a Campag rubber on a Simplex shifter.

Simplex offered the wing nut as an optional extra, to re-adjust friction on the go. which I think that is.

Very very hard to find, rare, not often seen, stupidly expensive.

Bags and bags of those must have gone to waste in old shutdown bike shops.

Another little detail that counts.
