Rando Cycles. I found out nothing about this brand. Thanks to some great research by @grantoury We now know this is a Paris builder, working from 1986 up into the 2000s. In the main they made long distance bicycles for touring and randonneuring. So here it is in the right thread Some very nice details on this.

That FD must be on the absolute logical limit of capacity in terms of chain drag at the top and bottom of the cage with that wide ratio up front.

I've noticed a lot of French randonneurs have quite a large tooth difference between chainrings, sometimes 20 or so teeth. I guess they must have changed ok but @Woz I agree the fd is right on the limit. It does make you wonder how well the hand made front derailleurs worked, as some look very crude by today's standards.
