I acquired these off an old Dawes bike from the 1960s. I haven't found any information on "velo" hubs. On the rear wheel it has made in Czechoslovakia engraved into it as well. It seems like a flip flop hub?
The rims look like 70's or later. They tried dimpling and grooving the later steel rims to improve braking in the wet. All it meant was that you made a "weeeeeeeeeeeee" sound with the brakes as you went into the back of the bus which had stopped to pick up passengers
