Can this be done?

I have a tyre that is peeling away at the sidewall. It was nos but the bike is a rider so not too fussed about making the repair invisible just want to keep riding it and reduce the chances of it coming away any time soon.

Take it off the bike, throw it in the bin and get another one.

Doesn't matter how rare it is, if it starts peeling, I'd be worried about the integrity of the rest of the tyre. You really don't want the rubber to come off in the middle of a turn, or the carcass to fall apart.
 
I totally understand your angle, but still want to try to repair it, even if I replace both tyres with new ones and keep the "original" ones for display purposes only.
 
A friend of mine told me a fix for this, using a piece of toothpaste tube!

Cut a piece out and stick it in, be sure to remove the sharp edges though! I always carry a small bit in the spares in my Camelbac

It maybe a bit more of an emergency measure but could work long term.....

I repair small nicks in my road slicks using shoe goo. Works a treat. Google it.

As already stated I'd be worried about the integrity if a sidewall was peeling. Is it worth it?

this advice comes from a man who decided that a ladder at an angle, in the rain, would be fine - 8 broken ribs, punctured lung, dislocated thumb, dislocated shoulder - and awaiting a shoulder rebuild suggests it wasn't fine.
