If VAG have to fix the software to achieve the required levels then how could any other manufacturer achieve them without doing something similar.

VW decided not to add the necessary equipment to reduce the NOX emissions, which costs a few hundred euros per car. (Adblue/UREA/SCR)

They cheated instead.
Gives them a cost advantage over the competition. (Tho some of the competition have been playing fast and loose with the rules and the allowable optimisations, there will be more manufacturers in the sh1t over the next months and years.)

VAG don't build fundamentally poor engines by industry standards.

They do, they have a quite poor record lately of fundamentally flawed engines, rather than poor manufacturing control (which is more usual!).
